The Americas’ Data, Informatics and Analytical Solutions (DIAS) Practice is a dynamic and innovative group with talented and passionate members working toward the goal of improving informed decision-making and effectiveness of international development projects. The Senior Associate, Data Science is a critical team member on a new Global Fund project focused on strengthening in-country supply chain systems and to respond to the C19RM Monitoring and Evaluation framework reporting requirements for the supply chain, service disruption and systems resilience data collection and KPI reporting. The periodic measurement of key supply chain metrics at different levels in country’s supply chain is an important check on the effectiveness and impact of supply chain strengthening interventions supported by the governments, the Global Fund and its partners.

The Senior Associate will be responsible for management and analysis of supply chain data collected. This project collects data on services offered, human resources, and stocks of critical medicines and equipment across HIV, TB, Malaria, and C19, from representative samples of health facility on a quarterly basis across 22 countries. The Senior Associate is responsible for identifying insights and actionable recommendations for The Global Fund and country health ministries based on the data collected. The position will also support other supply chain analytics activities across the company.

Reporting and Supervision:

This role will report to the Senior Technical Adviser, Data Science and will not have any supervisory responsibilities. 


Primary Duties and Responsibilities: 

  • Execute and adapt an existing R codebase that transforms raw survey data into files for The Global Fund on a quarterly basis for 22 countries
  • Provide feedback to data collectors on missing or inaccurate data in a timely manner to facilitate corrective actions
  • Support report-writing teams with analyses as needed
  • Manage an R Shiny application that currently displays descriptive graphs and tables. Part of the above-mentioned coding pipeline generates inputs for this application
  • Enhance the R Shiny application with the addition of other datasets, temporal or causal analysis, forecasting, or other functionalities to be determined
  • Adhere to coding best practices including producing reproducible work


Key Competencies Required:

  • Experience with mathematical optimization techniques and forecasting techniques
  • Experience with analysis of supply chain data and thorough knowledge of data sources and metrics related to supply chain
  • Expertise with data munging, visualization, and modeling in R required
  • Experience generating presentable tables and graphs in R for meetings and reports
  • Strong task management skills including planning how to complete activities and adhere to deadlines
  • Excellent written and verbal communication skills
  • Ability to work in a dynamic and agile environment with changing requirements and priorities
  • Demonstrated ability to work effectively with team members and clients of different cultures, gender, and hierarchical levels


Professional Expertise/Competencies Preferred:

  • Experience with Python
  • Experience with R Shiny
  • Experience collecting data via APIs or web scraping
