Drive city government performance by leveraging data as a CitiStat Analyst in the Mayor’s Office of Performance & Innovation! As a CitiStat Analyst, you will:

  • Use the power of data to improve city government service for Baltimore residents

  • Ask lots of questions and use data to answer them

  • Bring modern analytics and data tools to bear on performance management and

    policy

  • Have a seat at the table with leaders in city government who will use your work to

    inform their decision-making

  • Help grow a data-driven culture in Baltimore city government

  • Use strong organizational and project management skills to support working

    groups and complete assigned projects driven by deadlines

  • Be an active part of a best-practice management program that inspired similar

    programs across the country

 

Here are some examples of the type of work you’ll be engaged in:

  • Develop and adapt performance management frameworks that outline goals,

    objectives and metrics

  • Establish and maintain systems to collect updated data

  • Monitor and report on high-level key performance indicators and metrics, but also

    perform richer “deep dive” analysis on specific issues

  • Create well-crafted data products - data visualizations, memos, dashboards,

    presentations - that communicate your findings to non-technical audiences

  • Engage and coordinate with stakeholders, including senior leaders from the City

    agencies

  • Present findings to executive-level staff from various city agencies and

    departments in City Hall (possibly the Mayor!)

  • Facilitate collaboration between city agencies to solve problems for residents

Qualifications and mindset:

  • Experience in data analysis and/or identifying and calculating organizational performance measures

  • A public administration, public policy, or STEM (science, technology, engineering, and math) degree. Relevant experience and technical proficiency in data analysis may be substituted.

  • Proficiency in a statistical package (R) or a programming language (like Python or SQL). Exceptional Microsoft Excel proficiency will also be considered. Proven ability to derive insights from data and communicate those insights to a non-technical audience, preferably through dashboard tools like Tableau or Microsoft Power BI. Experience with a mapping program (such as ArcGIS) is a plus

  • Strong organizational and project management skills

  • A passion for furthering the cause of data-driven performance in Baltimore city government. Prior experience working in government is a plus

  • Commitment to the City of Baltimore and desire to serve its residents

 

Compensation: $70,000/year plus benefits

About CitiStat:

CitiStat was founded in 1999 to apply data-informed performance management tools to all aspects of city government on behalf of the Mayor. Together with 311 (another Baltimore innovation), CitiStat reinvented how government services can be measured and managed. CitiStat is City Hall’s performance management and accountability team; we use data to measure city agency performance and progress towards Mayoral goals. By setting goals for service effectiveness, the program holds agencies to a high standard of performance and problem-solves where goals are missed. Since its inception, CitiStat has won numerous awards for its contributions to government innovation and was studied in Robert Behn’s “The PerformanceStat Potential” (2014). In 2019, it merged with the Baltimore Innovation Team to form the Mayor’s Office of Performance and Innovation, centralizing the city’s data and design teams into a single office.
