Regular, Full-Time, RCUH Non-Civil Service position with the Social Science Research Institute (SSRI), Telecommunication and Social Informatics/Pacific Health Informatics Data Center (TASI/PHIDC) Research Program, located at the University of Hawai‘i (UH) in Honolulu, Hawai‘i. Telework (from employee’s residence city and state) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.  

MONTHLY SALARY RANGE:  $4,500 - $7,500/Mon.  

DUTIES:  Works with team to develop and implement programs and code to apply business rules; Extract, Transform, Load (ETL) processes; and enhancements to data. Participates in data quality improvement and data quality assurance processes with subject matter experts, data submitters, stakeholders, and other team members. Develops and implements data quality checks on received data. Assists with developing processes to identify, communicate and resolve data anomalies and errors. Assists with developing the master person and master provider indexing processes. Conducts planning and implementation of data source integration, source to target mapping, data mapping, data product development, and other data management and related functions as with stakeholders and other team members. Documents data quality, ETL, and other data enhancement processes. Builds data products, including but not limited to, visualizations.  

PRIMARY QUALIFICATIONS: 


EDUCATION: Bachelor’s Degree from an accredited four (4) year college or university in Computer Science, Engineering, Physics, Math, Statistics, Social Science, Management Information Systems, Information Technology, Public Health, or other related field.


EXPERIENCE: Three to five (3-5) years of experience with data management tools, Database Management System (DBMS) software, and programming. Experience must include documenting and rectifying data quality issues; writing Extract, Transform, Load (ETL) or Extract, Load, Transform (ELT) pipelines. Experience must include working in an implemented software development life cycle environment. (Master’s Degree from an accredited college or university in Computer Science, Engineering, Physics, Math, Statistics, Social Science, Information Technology, Public Health, or related field may substitute for two (2) years of experience.).


KNOWLEDGE: Knowledge of research methods and statistical and/or analytical techniques. Knowledge of database management systems, and Open Database Connectivity. Knowledge of database administration procedures. Knowledge of programming structure and conventions. Knowledge of cybersecurity best practices; knowledge of server software, virtualization, and operating systems (e.g., Linux and Windows Server). Knowledge of healthcare claims data, healthcare coding structures. Working knowledge of research design, methodologies, analysis, and reporting. Working knowledge of database design principals. Working knowledge of systems development lifecycle methodologies. Basic knowledge of U.S. health systems and payer-provider relationship. Basic knowledge of Medicaid, Medicare, Children’s Health Insurance Programs, including statutory authorities, regulations. Basic knowledge of data resources of the federal government. Basic knowledge of 835, 837 i/p/d EDI ANSI X.12 and pharmacy claims data structures and data fields.

ABILITIES & SKILLS: Ability to conceptualize health concepts with data. Ability to develop and initiate strategies for data collection and integration. Ability to use statistical packages, computer applications or programs to analyze healthcare data sets, and/or other software for data management. Ability to manage processes to achieve objectives. Ability to translate business requirements into analytics solutions and creating dimensional models. Ability to contribute to research reports and publications or grant applications. Ability to manage database management systems. Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.  


PHYSICAL/MEDICAL DEMANDS: Ability to lift and carry up to fifty (50) pounds unassisted.


POLICY/REGULATORY REQUIREMENT: As a condition of employment, employee will be subject to all applicable RCUH policies and procedures, and trainings and, as applicable, subject to the University of Hawai‘i's TASI/PHIDC Research Program HIPAA/PHI privacy and security policy and the HIPAA/PHI privacy and security policy of various cooperating entities/organizations. Violation of the RCUH's, the UH's, or the business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). Must complete the University of Hawai‘i's TASI/PHIDC Research Program HIPAA/PHI privacy and security training and the HIPAA/PHI privacy and security of various cooperating entities/organizations, training immediately after hire or not later than employee’s initial exposure to HIPAA/PHI. Must maintain a current status on the University’s and/or the business entity's training requirements.

SECONDARY QUALIFICATIONS:    
High proficiency in handling enterprise systems and data. Experience with cloud computing technologies and databases (e.g., Amazon Web Services, Microsoft Azure, Google Cloud, etc.). Experience working with or within healthcare data management and operational protocols relating to Health Insurance Portability and Accountability Act (HIPAA) and Health Information Technology for Economic and Clinical Health (HITECH) laws and regulations. Certificate in health informatics or analytics. Certificate in data warehousing or databases.
