Under the general direction of leadership among the Population Health (PH) team, the Analyst II - Population Health (Analyst II - PH) will provide support in the review, assessment, and development of business processes for all PH department programming. The scope of this role will span across PH and its associated programs. This role is critical in providing analytical support to PH programs and initiatives, such as Basic Population Health Management (BPHM), including data analysis and reporting, contract/memorandum of understanding (MOU) management, budget oversight and the integration and development of LEAN methodology within the department. The Analyst II - PH will work closely with PH leadership and team SPMs, to develop and refine program strategies, acting as a liaison between cross functional teams and, where appropriate, external partners (Community Based Organizations (CBOs)). The Analyst II - PH will help develop cross-functional collaborations, engage with external partners, and develop new program enhancements along with various special reports and projects as needed.
Key Responsibilities
1. Support the Management Team in the development and implementation of PH initiatives. Assist with PH department-level initiatives such as budget planning, Database management, Contract/MOU Intake and Renewal, and KPI tracking and reporting
2. Compile data and conduct analysis of current business process and functional requirements into a cohesive and understandable written form for use in management decision-making. Assist in the development of business processes, planning and implementation to support BPHM.
3. Monitor PH compliance with regulatory and quality projects, deliverables, including by not limited to process documentation and data validation.
4. Facilitate the development of workflows for all PH projects and update Policies and Procedures (PnPs) accordingly.
5. Function as a liaison between the PH Department and other IEHP departments to collaborate and support deliverables for cross-functional, workgroups and associated projects.
6. Provide support on developing and maintaining operational and project dashboards for PH including those that may be shared with PH Governance and the PH Sub-committee.
7. Support program development for PH and cross-functional units.
8. Collaborate with the HCI and IT departments on the development of systems to support business and regulatory compliance needs.
9. Ensure adherence to compliance with company policies, rules and regulations relating to safety/health, performance standards, operating procedures, processes, and training requirements.
10. Proactively monitor, identify, and report opportunities for improvement and gaps in process or compliance standards.
11. Work with the management team to implement and monitor the improvement/LEAN activities.
12. Perform any other duties as required to ensure Health Plan operations and department business needs are successful.

Qualifications
Education & Experience
- Minimum of three (3) years of experience in a health plan setting having a project management role and experience performing an analytic function and building reports.
- Bachelor’s degree in Business Administration, Public Health, Health Policy, or related field from an accredited institution required.
Key Qualifications
- Valid California Driver's License.
- Experience managed care plan operations and/or community programming a plus. Experience working with PowerBI, SQL Server, Microsoft Access, and SSRS a plus. Experience building dynamic dashboards for reporting purposes and working with relational databases preferred.
Knowledge Requirement:
- Thorough knowledge of Medi-Cal and Medicare managed care. Must possess strong knowledge of project management and across-organization coordination.

This position is on a hybrid work schedule. (Mon & Fri - remote, Tues - Thurs onsite in Rancho Cucamonga, CA)
