Data Architect

Under direction, designs and implements organizational data models and pipelines to support Measure C and Oakland Children’s Initiative (OCI)-related initiatives; builds a data warehouse and establishes modern data operation systems and practices; collaborates with various stakeholders to develop and implement short and long-term solutions to critical data resource issues aligned with best practices and Agency policies, procedures, and standards; provides complex professional assistance to the Impact Officer in areas of expertise; and performs related duties, as assigned.
- Designs complex data models to represent children, families, providers, contractors, and other entities, enabling robust business intelligence and project evaluation across Measure C, OCI, and agency-wide initiatives.
- Builds data processing operations using SaaS and cloud tools to extract, transform, and load data from flat files and live internal/external sources into the data warehouse.
- Serves as a technical expert for complex data systems integration projects; conducts extensive research on system compatibility; collaborates with technical experts cross-departmentally on optimal system configuration, applications systems integration, database management, protocols, and related systems matters.
- Designs, develops, communicates, and visualizes road maps for short- and long-term solutions to critical data systems issues and presents to stakeholders; ensures compliance with the Agency’s policies, procedures, and standards.
- Meets with internal data stakeholders to gather requirements and ensure data models and warehouse align with organizational needs.
- Collaborates with peers to ensure secure operation of the data infrastructure and compliance with data governance standards.
- Participates in administering information technology related contracts; prepares project specifications; evaluates submitted proposals and provides feedback on vendor qualifications and proposed services; monitors and evaluates contractor performance to ensure compliance with Agency’s standards and contract provisions; initiates corrective action as appropriate
- Attends and participates in professional group meetings; conducts research and stays current on contemporary trends and innovative technology solutions; recommends innovative technologies that would improve the City’s enterprise and departmental information technology services and operational effectiveness.
- Observes and complies with all Agency and mandated safety rules, regulations, and protocols.
Qualifications
Minimum Qualifications
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. Additional experience and/or education can be substituted to meet typical qualifications. A typical way to obtain the required qualifications would be:
Five (5) years of increasingly responsible data system design experience and equivalent to a bachelor’s degree with major coursework in computer science, information technology, or a closely related field.
Additional relevant work experience may be substituted to meet the college coursework/bachelor's degree standard.
Knowledge of:
- Data model design principles and practices for representing complex entities such as individuals, families, providers, and contracts.
- Early childhood care data systems and their structural and operational requirements.
- Data orchestration tools and ETL (Extract, Transform, Load) processes for integrating diverse data sources.
- Data quality management techniques to ensure accuracy, consistency, and reliability of datasets.
- Data governance frameworks and security protocols for managing access, compliance, and integrity.
- SaaS-based data processing platforms and cloud infrastructure.
- Business intelligence concepts and tools used for performance evaluation and decision-making.
- Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned areas of responsibility.
- Principles and practices of developing and maintaining technical documentation for assigned projects.
- Applicable federal, state, and local laws, codes, and regulations as well as industry standards and best practices pertinent to the assigned area of responsibility.
- Agency and mandated safety rules, regulations, and protocols.
- Techniques for providing a high level of customer service, by effectively dealing with the public, vendors, contractors, and Agency staff.
- The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
- Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
Ability to:
- Design and document scalable, interconnected data models and diagrams to support organizational analytics.
- Implement and manage data orchestration workflows and data warehousing solutions.

- Create and maintain reports and dashboards to visualize and communicate data trends.
- Stay updated on emerging database technologies, trends, and best practices to enhance database management skills.
- Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed. • Prepare clear and concise correspondence, documentation, and other written materials.
- Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.
- Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
- Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.

We are working a hybrid in-office schedule and may return full-time at an undetermined date.
All First 5 employees must live and work in California.
The salary range for this position is $110,000 to $159,000 and as an independent government agency, the posted salary is the set salary range for this position. We cannot offer salaries above this posted range.
