Job Summary

The Software Engineer applies skills as a seasoned, experienced software professional with a full understanding of industry practices, community standards and relevant policies and procedures to medium-sized projects or portions of large projects. Works independently or as a part of a team to resolve a wide range of issues. Demonstrates competency in selecting tools, methods and techniques to obtain results.

Department Description

The California Department of Public Health (CDPH) works to protect the public's health and helps shape positive health outcomes for individuals, families and communities. The California Birth Defects Monitoring Program (CBDMP), a program within CDPH, performs population-based active ascertainment of select congenital and inherited disorders, e.g. major heart defects, oral clefts, neural tube defects, abdominal wall defects, and chromosomal defects. CBDMP maintains a registry of these data which are used to track trends, evaluate potential clusters and support research into associations and causes of birth defects.

CBDMP receives funding from the Center for Disease Control and Prevention (CDC) to identify the impacts of emerging health treats to pregnant women and their infants. The current aim is development of a system to perform rapid-ascertainment, enhanced surveillance activities focusing on pregnant women with COVID-19. These data will be used to monitor health outcomes and ultimately to improve the health and care of pregnant women and their infants.

Required Qualifications

•    Bachelor's degree in related area and 3 or more years of experience in software development, including with Windows Forms or other related area; and/or equivalent experience/training
•    Three or more years of direct experience with and demonstrably advanced skills in software design, modification, implementation and deployment, including object-oriented programming concepts and design patterns
•    Three or more years direct experience developing Windows Forms (WinForms) and web service applications using development tools including but not limited to C#, HTML, CSS, JavaScript
•    Demonstrated understanding of MS SQL Server and T-SQL, SQL data storage and query optimization.  Three or more years of programming experience writing stored procedures and ad-hoc queries on complex datasets
•    Demonstrated ability to deliver ad hoc and routine reports from SQL Server. Experience building and maintaining reports using Excel with SQL Server data
•    Demonstrable experience and proficiency preparing documents, reports, graphics, and presentations with Microsoft Office: Word, Excel, PowerPoint, and OneNote
•    Demonstrated ability to understand functional needs and how systems can support those needs. Demonstrated ability to develop conversion and system implementation plans and prepare technical documentation
•    Demonstrated ability to communicate technical information to technical and non-technical personnel at various levels in the organization
•    Ability to handle multiple projects with different deadlines, and communicate project updates clearly with the management and other stakeholders

Preferred Qualifications

•    Thorough experience with common programming tools including WCF, RESTful Services, ASP.Net, Bootstrap, JavaScript standard libraries and frameworks. Demonstrated software repository skills using Team Foundation Server
•    Working knowledge of LINQ and Lambda functions in VB.Net. Experience with ETL processes and tools
•    Experience developing Windows Forms (WinForms) and web service applications using development tools such as VB.Net
•    Reporting tools, such as Crystal Reports
