The Team:

The BlueLabs Civic Technology practice revolutionizes the way government agencies use data to streamline operations, interact with citizens, and react to their biggest challenges. Our team develops deep expertise within the areas our clients care about most, then builds data analytics systems that create impact at scale. We work closely with internal government innovation groups, and build on the analytics methodology pioneered in e-commerce, advocacy, politics, and consumer finance.

 

You will work on a fast-paced, impact-driven project team charged with intelligently improving the operations powering the programs that hundreds of millions of Americans interact with on a daily basis. Our work builds the frameworks and infrastructure that allows agencies to deal with big public health challenges. We bring definition to challenging problems, creatively identify data sources, then design analytics that accurately measure impact and move the needle every day. We work in changing, ambiguous environments, so we embrace nuance, inclusivity, and complexity to deliver programs that work for the diverse groups of individuals who rely on us.

 

The Role:

As a Program Manager, you will be responsible for managing a project team and guiding the quality and direction of client deliverables. You will soundly manage the client relationship and lean on a team of other contractors and internal analysts, data scientists, and engineers to drive high-impact results. The project requires a combination of both an analytical and a human-centered design mindset, as nearly all of the project work comes down to changing systems that those working to support CMS’ mission interact with.

 

What You’ll Do:

  • Oversee BlueLabs engagement to provide analytics and advisory insights that support our client’s improvement of their human resources, people operations and IT infrastructure.
  • Manage a team of two direct reports and coordinated internal engineering support required for the project.
  • Guide the quality, efficiency, and effectiveness of the teams’ deliverables.
  • Support and engage team members’ professional growth
  • Develop and initiate processes and systems for improving execution and deliverables
  • Help to measure how process improvements directly translate to an improved stakeholder, employee, and contractor experience.
  • Manage development of an analytics application suite based in AWS, which includes a customized analytics tool configuration with established data pipelines (and opportunity for more in the future!)
  • Advocate for the simplification of processes and the democratization of data to help those supporting CMS do their jobs more easily.
  • Lead, maintain, and prioritize an agile backlog that may span multiple workstreams at a time.
  • Build connections with stakeholders that strengthen yours and BlueLabs’ relationships.

 

Who You Are:

  • You often think about how processes can be improved – and are willing to roll up your sleeves to do something about it.
  • You naturally make connections between the big picture and operational needs. For example: Administration transitions, return to in-person work, legislation related to Medicare expansion, changing technology needs, a need for faster onboarding.
  • You are passionate about empowering high performing individuals with the organization infrastructure that they need to be successful.
  • You are skilled at telling concise, impactful, and data-informed stories to decision-makers – both verbally, visually, and in written word.
  • You live by well-tested standards of quality control, people management, and client engagement.
  • You are good at identifying how to use data to answer questions to complex problems – including when you need more information.
  • You have significant work experience interacting with data about people or systems.

 

You Probably Have:

  • An undergraduate degree in a quantitative field or equivalent technical training.
  • Experience leading an engagement for a technology innovation client.
  • Proficiency in one or more general or statistical programming languages such as Python, Ruby or R – and/or interest in learning new ones.
  • An undergraduate degree in a quantitative field or equivalent technical training.
  • Experience as a technical people manager. 

 

You May Also Have

  • Experience applying analytics to measure IT and/or people operations.
  • Solid proficiency in one or more general or statistical programming languages such as Python, Ruby or R – and/or interest in learning new ones.

 

In order to be qualified for this position you must currently have or be able to obtain and maintain a public trust security clearance, which requires either US Citizenship or 3 years of US residency. The position is based out of our Washington, DC office and reports to the Director of Civic Tech. The salary for this position is $95,000 annually.
