Digital inclusion: From invisible spend to investable system

Disconnected systems cost billions but joined-up action unlocks greater social and economic impact

Digital is already receiving significant investment across Scotland but much of this spending is fragmented across budgets and this limits its overall impact.

The Digital Inclusion Alliance (DIA) has developed the first satellite account mapping public service spend on digital. This mapping reveals substantial existing investment but also highlights opportunities to better align resources, reduce duplication and create more sustainable, long-term solutions.

To address this challenge, the DIA is convening an expert panel to gather evidence and practical insights from across the impact economy. The panel will inform a nationally significant report, due in Autumn 2026, that will identify opportunities to transform digital inclusion from a collection of projects into a coordinated and investable system.
