Meet our presenters!
Mark Headd is a Government Technology Subject Matter Expert at Ad Hoc. He is the former Chief Data Officer for the City of Philadelphia, serving as one of the first municipal chief data officers in the United States. He also served as Director of Government Relations at Code for America, and as Director of the State of Delaware Government Information Center. He holds a Master’s Degree in Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University, and is a former adjunct instructor at the University of Delaware’s Institute for Public Administration. While serving in the General Service Administration’s Technology Transformation Services (TTS), he helped pioneer 18F’s work with state and local governments, and helped establish 18F’s National Security and Intelligence Portfolio, serving as its first Director. He also led customer success efforts for TTS’ cloud platform, which supports over 30 critical federal agency systems
Kendra Skeene is a digital strategist and product leader specializing in leveraging digital platforms to scale best practices. Named one of State Scoop’s Top Women in Technology for 2017 and 2018, Kendra is a champion for digital best practices within the public and private sectors. Kendra established the product practice for Digital Services Georgia, where she oversaw the state of Georgia’s enterprise web platform. Under her leadership, Georgia was the first state to scale responsive design, accessibility, web performance, and HTTPS everywhere across their web landscape. After joining Ad Hoc, Kendra spent 3 years leading product for a large federal API platform, and worked on the development of Ad Hoc’s platform strategy best practices. She is now Ad Hoc’s Senior Director of Product where she oversees product management quality, practitioner growth, and team health for all of Ad Hoc’s delivery teams.
