About Skylight

Skylight is a digital consultancy using design and technology to help government agencies deliver better public services.

We’re at the forefront of a civic movement to reinvent how all levels of government serve families, patients, and many others in today's digital world.

If you want to play a part in driving this critical movement forward, we’d love for you to join our growing team of public interest technologists.

The work we do matters.

About the job

At Skylight, engagement managers play a pivotal role in ensuring the success of our client projects. They draw on their expertise in areas such as agile project management practices, agile coaching at the organizational and team levels, project status and progress reporting, risk/issue management, stakeholder management, continual improvement, and contract administration in order to deliver the highest levels of client service and work.

In this role, you’ll have a unique opportunity to tackle some of the most entrenched data-related challenges hindering real-time, targeted public health interventions in the U.S. You’ll collaborate with leading public health experts and technologists at the Centers for Disease Control and Prevention (CDC) to advance open and interoperable public health data systems. By developing and implementing modern, open-source, and modular tools, you’ll help transform key parts of the data journey from patients to public health officials and back.

What you’ll do

  • Translate the client’s objectives and constraints into an engagement approach that’ll deliver a unique experience and impactful results in the shortest amount of time possible
  • Assemble a multi-disciplinary team of experts from a variety of sources, including Skylight and other subcontractors, to deliver the engagement
  • Manage multiple projects aimed at delivering transformation or a specific product using the appropriate methodologies (e.g., Scrum or kanban)
  • Set up the team for successful delivery by removing obstacles, coaching them on how to become more collaborative and self-organizing, and enabling the work they do rather than impose how it’s done
  • Conduct retrospectives with both the client and Skylight team to learn what is and isn’t working well, and formulate and implement improvement actions
  • Provide management- and team-level visibility into the status and health of the engagement

What we're looking for

Minimum qualifications

  • Past experience managing large teams across multiple product portfolios or product lines
  • Understand how to apply agile principles to project and program management
  • Ability to understand client needs and build long-lasting, meaningful relationships with them
  • Ability to grow Skylight’s business through business development activities
  • Can cultivate team health, including establishing psychologically safe environments
  • Can ensure that each project is staffed with the appropriate level and types of personnel
  • Can ensure that teams are compliant with their contract’s terms and conditions
  • Ability to work successfully within a professional services environment (e.g., can communicate effectively with clients)
  • Passionate about creating better public outcomes through great government services
  • A mindset and work approach that aligns with our core values
  • Ability to travel for work from time to time

Nice-to-have qualifications

  • Active federal public trust (tier 2)
  • Public health or CDC experience
  • Prior experience working in the civic tech space
  • Experience working in a remote-team environment

Don’t meet 100% of the criteria but think you can do the job? We’d love to chat anyway! We’re on a mission to build diverse teams, and studies have shown that women and marginalized folks are less likely to apply to jobs if they don’t check every box.

Other requirements

  • Ability to obtain and hold a federal public trust (tier 2).
  • All work must be conducted within the U.S., excluding U.S. territories. Some federal contracts require U.S. citizenship to be eligible for employment.
  • You must be legally authorized to work in the U.S. now and in the future without sponsorship.
  • You may be required to complete a company background check successfully.
  • Some of our available roles are on federal contracts that require a degree or additional years of experience as a substitute.
