Overview:

Provide leadership and oversight for Boston Centers for Youth and Families’ Information and Technology (IT) strategy, policy, and operations in partnership with the City of Boston’s Department of Information and Technology (DoIT).  Boston Centers for Youth & Families (BCYF) is the City of Boston’s largest youth and human service agency. BCYF operates community centers in Boston that offer a variety of engaging and enriching programs for people of all ages created through community input and need. BCYF also oversees many citywide programs. 

Responsibilities:

  • Create IT vision, strategy, and policy for BCYF in three areas:
    • Technology and security hardware at the Central Office and at 35 neighborhood Centers, used by staff and the public.
    • Daily staff use of Customer Relationship Management Database Perfect Mind to create meaningful and accurate data that documents mission-focused operations and success.
    • Public access and benefits for computer labs and technology spaces at Centers.
  • Work in partnership with DoIT to coordinate the City of Boston’s support for and oversight of BCYF’s IT strategy, policy, and operations.
  • Build the IT Department at BCYF, including the following tasks:
    • Assess the human resources needed to implement BCYF’s IT strategy.
    • Design and build the IT team to execute the IT vision, strategy, and policies.
    • Supervise the Network Administrator and Associate Director/IT Tech.
    • Develop two job descriptions and hire qualified staff.
  • Oversee the work of up to four direct reports to implement IT strategy and policy:
    • Manage inventory, repair, and optimal functioning of all City-owned IT and security hardware.
    • Develop the skills of BCYF computer instructors housed at Centers to operate cutting edge technology programming, which is relevant for youth, adults, and older adults.
    • Using a train-the-trainer model and coaching through Power Users at each site, build the capacity of almost 400 BCYF staff to use Perfect Mind effectively on a daily basis to input meaningful and accurate data documenting mission-focused operations and success.
    • Oversee the user interface of Perfect Mind so that the database houses complete and accurate data and generates reports necessary for reporting, learning, and improving. Identify opportunities to improve data tracking and monitoring.
  • Coordinate BCYF staff and leadership’s data use and capacity with the Director of Capacity Building and Impact to clarify what data should be inputted into Perfect Mind and what reports should be generated for reporting, learning, and improvement at all levels.
  • Perform related work as required.

Minimum Entrance Qualifications:

  • Five to seven (5-7) years of work experience in IT, with at least two (2) years managing a CRM database to inform improvement and at least two (2) years of supervisory experience. 
  • Bachelor's degree in Information Technology or a related field preferred, with relevant experience. A Bachelor's degree accounts and could be substituted for two (2) years of the required experience. 
  • Strong understanding of the public sector.
  • Experience with innovation, data, process improvement, user experience research and design, technology budget, policies, and projects.
  • Excellent organizational and interpersonal skills with attention to detail required.
  • Ability to work independently and as part of a team.
  • Demonstrated ability to work in a fast-paced environment with limited direct supervision and perform assigned duties in an accurate, timely, and professional manner.
  • Excellent communication (oral, written, and presentation) skills are required.
  • High proficiency with Microsoft Office and Google Suite is required.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Ability to identify issues and problems and use analytical strategies and thinking to develop solutions.

Required Competencies at Entry:

  • Able to envision and lead change in a diverse organization.
  • Able to design IT policies and strategies and to develop a team to implement them.
  • Able to motivate staff to use technology to improve services and add value to the public.

Develop over two (2) years:

  • Able to efficiently troubleshoot data accuracy issues.
  • Able to envision how data elements connect with mission advancement and staff development.
