The Community Center for Education Results (CCER) is hiring a Manager of Data Strategy.  The position will work with the CCER team to drive education systems change by supporting the implementation of innovative approaches to collecting and analyzing data, creating accessible tools for understanding results, while adhering to rigorous standards in governance, security and ethics. This position will report to the Executive Director and work closely with the entire CCER team.  This is a unique position for a creative and driven individual who is committed to liberatory practices and centering community, and excels at working with a team to develop, implement, and maintain data and reporting products and systems.

 

WHO WE ARE

The Community Center for Education Results (CCER) is a 501(c)(3) organization that was originally founded in 2010 as the backbone for a King County education initiative known as the Road Map Project, and we have since become Washington state’s leading expert in educational data and research. We drive systems change by centering student experiences, engaging families and communities, and bringing together a wide range of partners to transform education in Washington. We continue to support the Road Map Project Region to improve educational outcomes from early learning through postsecondary, in a region consisting of seven King County, Washington school districts: Auburn, Federal Way, Highline, Kent, Renton, (South) Seattle, and Tukwila. This area is home to more than 127,000 K-12 students: 72 percent are youth of color; 55 percent are from low-income households; and 22 percent are English language learners. Our mission is to drive systems change in education by centering student experiences, propelling robust research, and partnering with community to transform Washington state schools. We envision a future in which the educational system serves the well-being and success of every student at any age.

 

POSITION OVERVIEW

The Manager of Data Strategy supervises the Data Team, which currently comprises three positions including a Data Scientist, Analytics Engineer, and Data Engineer.  The team performs mixed-methods research and data science, and develops reporting tools to help answer community questions, examine inequities in education and support advocacy and local continuous improvement efforts to advance educational justice. Analyses incorporate qualitative and quantitative data that currently includes early learning enrollment, K-12 and post-secondary academic data, and survey data. This position will continue to develop the CCER data system and capacity alongside the entire CCER team and will play a pivotal role in carrying out the mission of the organization.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Uphold CCER’s liberatory data and research principles through all components of the collection, analytic, interpretation and reporting processes.
  • Provide day-to-day management and strategic leadership for the diverse and highly skilled Data Team, with emphasis on collaboration, and employee development and growth.
  • Serve as Chief Data Security Officer responsible for managing data governance, privacy protocols and practices, and staff-wide privacy training; data sharing agreements and contracts; and annual updates of all data sources.
  • Develop and refine, in collaboration with Data Team and other CCER staff, processes to identify and strategically respond to key analytic needs and data requests.
  • Provide statistical and analytic project management expertise on key education-related topics, including development, production and dissemination of measures, visualizations and narrative, ensuring robust internal and external review processes.
  • Oversee the delivery of high-quality, timely analytical projects and indicator reporting that identify opportunities for educational system improvement as highlighted by students, families, practitioners, and the community, while also tracking progress in addressing these changes.
  • Co-facilitate and work strategically with the Road Map Project Data Advisors Group, a multi-sector learning community of that provides technical expertise and institutional knowledge to support the Road Map Project with measurement strategies grounded in equity, data alignment, advocacy and awareness.
  • Oversee data infrastructure maintenance including database documentation, data dictionaries, data governance documentation and analysis and code infrastructure to support efficient and effective analytic work.
  • Maintain and expand technical knowledge by staying current on emerging technologies, attending workshops, reviewing publications, and growing and maintaining personal networks.
  • Ensure team use of project management tools and source control methods (e.g., Trello, GitHub)
  • Work with research team to analyze results to document which strategies worked and for whom; research bright spots to identify which approaches demonstrate potential for meaningful student, school and systems level change.

 

MINIMUM QUALIFICATIONS

  • Background, Education or Certification in Computer Science, Data Science and/or relevant experience in education measurement, applied sociology, statistics, psychometrics, or other social science related fields
  • 5 or more years’ experience in data management
  • An in-depth understanding of data governance, data quality, and data security principles.
  • Demonstrated understanding of the nature of education research and educational measurement
  • Familiarity with national and state trends in education
  • Strong demonstrated quantitative analytical skills, with the ability to collect, organize, analyze and disseminate significant amounts of information with attention to detail and accuracy
  • Understanding of the challenges and barriers faced by communities related to race, ethnicity, class and gender, as well as a commitment to improving educational outcomes for low-income youth and families
  • History of building and maintaining strong internal and external partnerships

 

ATTRIBUTES OF A SUCCESSFUL CANDIDATE

 

DATA ANALYSIS & MEASUREMENT

  • Strong working knowledge in applying data analysis algorithms (statistics, machine learning, natural language processing, sentiment analysis, text mining, etc.) to analyze large amounts of data and deliver value creation points of view and recommendations
  • Strong working knowledge of and experience with data dissemination, analysis, reporting, dashboarding, generating insights
  • Substantive experience developing and managing data warehouses, with expertise in handling sensitive data and ensuring compliance with relevant guidelines (e.g., FERPA, HIPAA)
  • Experience designing data architecture and pipelines and familiarity with database orchestration tools (e.g. dbt, AirFlow) and cloud infrastructure (Azure, AWS, etc.)
  • Extensive experience in data-related programming (SQL, Python preferred), and experience developing dashboards using reporting tools (e.g., Tableau, PowerBI)
  • Experience reviewing and managing data sharing agreements

 

COMMUNICATION & DISSEMINATION

  • Strong data communication, report writing and presentation skills, including the ability to present complex information, including sharing analytic methodology and data system issues, in an understandable and compelling manner for various audiences
  • Experience related to Data storytelling and visualization.

 

MANAGEMENT & ADMINISTRATION

  • Ability to monitor the progress and status of each project with the relevant team members to ensure that projects meet high standards and deliver in-line with expectations, insights, and goals
  • Prior success in securing and managing grants, contracts, and budgets

 

COMPENSATION & BENEFITS

The salary range currently budgeted for this position is $80 – $92K annually, depending on experience. Excellent benefits package, including health, vision, dental and life insurance as well as a 401k plan with employer match. CCER is an equal opportunity employer.
