The U.S. Department of Health and Human Services (HHS) is launching one of the most ambitious transformations in government — and this is a rare chance to be part of it. You’ll join a high-impact team of product managers, researchers, designers, engineers, and security experts working side-by-side with HHS leadership to modernize the systems people rely on to access healthcare, strengthen cybersecurity that protects personal data, launch digital services used by tens of millions every day, and integrate data and AI responsibly into daily work across the department so teams at every level can make smarter, safer decisions.
As a DevOps engineer on this project, you’ll design secure, scalable platforms that support rapid, reliable delivery. You’ll standardize infrastructure as code, improve observability, and set secure defaults so teams can ship faster and safer. Just as importantly, you’ll prepare federal teams to sustain these improvements by sharing knowledge and practices that last — from training and enablement to reusable tools like templates, playbooks, and decision records.
What you’ll do
- Design, build, and operate reliable continuous integration and delivery (CI/CD) pipelines, environments, and deployment workflows (e.g., blue/green, canary, zero-downtime)
- Define and evolve secure defaults and guardrails — golden paths such as CI/CD templates, policy as code, and infrastructure as code (IaC) modules that teams adopt by default
- Standardize cloud infrastructure (networking, identity, secrets, runtime) across Amazon Web Services (AWS), Microsoft Azure, or similar environments
- Enable strong observability through metrics, logs, and traces, setting service level objectives (SLOs) that guide reliability work
- Partner with security teams to automate compliance evidence, integrate controls into pipelines, and support continuous Authority to Operate (ATO) practices
- Improve incident readiness with playbooks, tabletop exercises, and post-incident reviews that drive continuous improvement
- Advise leadership on tradeoffs across cost, reliability, performance, and security in complex, multi-team environments
- Help federal teams sustain improvements by delivering training and enablement, and by leaving behind reusable resources such as templates, playbooks, and decision records
What we're looking for
Minimum qualifications
- Experience designing, building, and operating CI/CD pipelines and deployment workflows in cloud environments
- Familiarity with automating infrastructure and environments using IaC tools (e.g., Terraform, CloudFormation, or similar)
- Hands-on cloud experience (AWS, Microsoft Azure, or similar) across networking, identity and access management, secrets, and runtime services
- Knowledge of observability practices and using SLOs or service level indicators (SLIs) to guide reliability
- Understanding of secure DevOps practices, including how to integrate compliance into pipelines
- Ability to script or use IaC tools to automate delivery and operations (e.g., Python, Bash, PowerShell, Terraform)
- Commitment to equipping federal teams with documentation, training, and mentoring so improvements last beyond the contract
- Ability to work effectively in a professional services environment
- Passion for improving public outcomes through great government services
- A mindset and work approach that align with Skylight’s core values
Nice-to-have qualifications
- Background in networking (e.g., routing, DNS, load balancing, SD-WAN) and how it integrates with cloud platforms
- Experience with containers and orchestration (e.g., Docker, Kubernetes) or platform engineering
- Background in building or operating internal developer platforms (IDPs)
- Experience leading large-scale cloud modernization or migrations (e.g., re-platforming, re-architecture)
- Familiarity with compliance environments such as ATO, the Federal Risk and Authorization Management Program (FedRAMP), or the Federal Information Security Modernization Act (FISMA)
- Track record of mentoring engineers and elevating DevOps practices across organizations
- Experience working effectively on hybrid or distributed teams
- Ability to spend time on-site at HHS in Washington, DC — either by being based locally or by traveling periodically for in-person collaboration

Location
This is a remote-friendly role. You can be based anywhere in the U.S. Candidates in the Washington, DC area, or those willing to travel there periodically for in-person collaboration, are especially encouraged to apply.

Salary
We want to give you the most competitive salary possible. After all, you deserve it! To that end, we use the results of our interview process to determine what salary is most appropriate given your current level of seniority. For a DevOps Engineer at Skylight, the current salary ranges are as follows:
- Associate DevOps Engineer: $90,000–$125,000
- DevOps Engineer I: $120,000–$140,000
- DevOps Engineer II: $135,000–$160,000
- Senior DevOps Engineer: $150,000–$185,000
- Staff DevOps Engineer: $170,000–$203,000
- Principal DevOps Engineer: $180,000–$230,000
