Description

Under general direction, serves as a strategic leader in advancing First 5 Alameda County’s data-driven decision-making, continuous quality improvement, and organizational learning. This role oversees the planning, coordination, and execution of complex analytical initiatives, guiding professional staff in designing and implementing data collection, analysis, and reporting systems that strengthen program impact and Agency priorities. The Senior Manager, Data & Insights ensures that analytical, operational, and strategic efforts are aligned across departments; builds internal capacity through technical assistance and coaching; and maintains high standards of quality, compliance, and collaboration in delivering actionable insights that support long-term organizational goals.

  • Plans and establishes, in collaboration with executive staff, Agency program staff, and community partners, the strategic direction, workplan, and deliverables for assigned data initiatives and informs multi-year strategy
  • Ensures that the program is staffed with qualified individuals by resolving performance problems, documenting performance according to policy; training and developing staff; and overseeing the selection, hiring, and promotion of staff.
  • Oversee the analytical project work of the team by proactively establishing performance goals, communicating clear expectations, and monitoring and coordinating tasks.
  • Applies independent judgment to anticipate, identify, and resolve potential problems, fosters collaborative problem-solving, and ensure project accountability, quality, and timeliness in alignment with evolving standards and organizational objectives. 
  • Maintains expertise in relevant administrative, programmatic, and population-level datasets to inform program improvement, strategic communications, and policy advocacy efforts.
  • Assesses team performance and communicates findings to upper management; implements changes to improve efficiency and service quality; maximizes effectiveness and ensures alignment with the department’s mission; recommends and implements goals and objectives, policies, procedures, work standards, and internal controls.
  • Directs the collection and compilation of data and narratives for assigned data initiatives; prepares and oversees reports for submission to Agency management and oversight agencies on program metrics and outcomes; recommends changes based on data.
  • Leads the Agency Continuous Quality Improvement (CQI) and Results Based Accountability (RBA) implementation including building, maintaining, and sharing consistent dashboards and reporting, and refining data collection protocols, practices, and tools in collaboration with the Evaluation Officer.
  • Develops, communicates, and implements action and/or operational plans and creates resources for organizations or individuals; develops tools to inform decision making processes.
  • Interprets laws and regulations to determine relevancy to analytical approach and interpretation of findings. Affirms program compliance or recommends measures to ensure compliance with laws and regulations.
  • Prepares a variety of administrative and technical reports, as well as business correspondence and presentations; presents reports to internal and external stakeholders; conducts presentations to community and advocacy groups.
  • Serves as a staff resource by providing consultation and guidance to staff or other Agency management and staff with respect to assigned data initiatives.
  • Monitors funding and administration and oversees the development of the budget for assigned program by preparing cost estimates and projections and performs ongoing monitoring of expenditures to ensure compliance with budget provisions; may secure vendors and/or subcontractors to execute program deliverables in line with the budget.
  • Monitors and identifies opportunities for new and better data. Works with Agency staff and external agencies, community groups, contractors and other public and private organizations on collecting, analyzing, interpreting data and supports the development of data sharing agreements or the provision of services by contracted agencies.
  • Ensures that information and policies are provided accurately and thoroughly to interested parties and responds to sensitive complaints from the community and internal staff.
  • Attends and participates in professional group meetings; may serve as a committee chair or facilitator; stays abreast of contemporary trends, innovations. and best practices in the area of assignment.

 

Qualifications

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. Additional experience and/or education can be substituted to meet typical qualifications. A typical way to obtain the required qualifications would be:

Six (6) years of increasingly responsible experience in program management, data evaluation or a closely related field, including at least one year in a supervisory role, and completion of a bachelor's degree from an accredited college or university with major coursework in data science, social sciences, public health, public administration, or a closely related field.  

Additional relevant work experience may be substituted to meet the college coursework/bachelor's degree standard. A master’s degree may substitute for an additional year of experience. 

 

Knowledge of:

  • Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures. 
  • Principles and practices of leadership.  
  • Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly. 
  • Operations, services provided, and data systems within assigned program area, as well as its stated mission, scope, and priorities. 
  • Principles and practices of program management including planning, development, implementation, and evaluation. 
  • Data collection information systems and statistical software.  
  • Computerized data collection, management, manipulation and distribution requirements for analysis and reporting functions.  
  • Principles, methods, and procedures of developing queries and formatting data.  
  • Survey instruments, techniques, and methodology.  
  • Results Based Accountability principles and practices, or similar performance improvement methods. 
  • Public Agency budgetary, contract administration, administrative practices, and general principles of risk management related to the functions of the assigned area.  
  • Practices, procedures, and techniques involved in obtaining and maintaining grants and other funding sources and the preparation and development of related proposals and contracts. 
  • Applicable federal, state, and local laws, codes, and regulations as well as industry standards and best practices pertinent to the assigned area of responsibility. 
  • Agency and mandated safety rules, regulations, and protocols 
  • Techniques for providing a high level of customer service, by effectively dealing with the public, vendors, contractors, and Agency staff.  
  • Exceptional written and verbal communication skills, with experience translating technical concepts for diverse audiences. 
  • Modern equipment and communication tools used for business functions and programs, project, and task coordination, including computers and software programs relevant to work performed. 

Ability to:

  • Select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner.  
  • Develop and implement goals, objectives, practices, policies, procedures, and work standards.  
  • Provide administrative, management, and professional leadership for the assigned program. 
  • Effectively manage and administer program operations and activities. 
  • Prepare and administer complex funds and program budgets; allocate limited resources in a cost- effective manner.  
  • Adapt to changes in priorities or resources that impact pre-established timelines and courses of action. 
  • Maintain awareness of the functioning and status of multiple work groups or program areas simultaneously. 
  • Conduct technical and administrative analysis on programs and services to identify and recommend changes and improvements based on program goals, guidelines, and respective experience. 
  • Utilize an assigned computer system to input and extract data, maintain automated records, and generate a variety of statistical reports and documents.  
  • Build team capacity to automate complex queries and format data. 
  • Review and verify analytical work to assure accuracy and efficiency.  
  • Collaborate with cross-functional teams and stakeholders to ensure data outputs align with both technical requirements and strategic goals. 
  • Organize and curate data for multiple, simultaneous projects, ensuring accuracy, relevance, and actionable insights tailored to evolving program needs and organizational objectives 
  • Research, analyze, and evaluate new methods, procedures, and techniques. 
  • Work with internal and external stakeholders to identify data needs in assigned program. 
  • Ensure the maintenance and retention of complex records, files, reports, and other documents. 
  • Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed. 
  • Prepare clear and concise correspondence, documentation, and other written materials.  
  • Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines. 
  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments. 
  • Communicate clearly and concisely, both orally and in writing. 
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.  
  • Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.

Please note:

  • We are working a hybrid in-office schedule and may return full-time at an undetermined date.
  • All First 5 employees must live and work in California.
  • The salary range for this position is $110,000 to $159,000 and as an independent government agency, the posted salary is the set salary range for this position. We cannot offer salaries above this posted range.
