About Holly

Holly is an AI-enabled platform built for the unique needs of city and local governments. We help cities and counties modernize their workforce operations - replacing expensive consultants and building resilient teams.

We're live across 7 states with 20+ jurisdictions that serve over 10 million residents and manage nearly 90,000 government employees. Built by former public servants and civic tech operators who met at Harvard Innovation Labs, we've raised $2.2M from leading investors in govtech and future of work.

About the opportunity

We're hiring a Product Operations Analyst to join our team as we scale the AI-powered platform that's transforming how local governments manage their workforce. You'll be a generalist working across product, deployment, and client support, reporting to our Head of Deployment and collaborating closely with the founding team.

This is a role for someone early in their career who wants to learn how a startup actually works. You'll set up client instances, run onboarding sessions, build help center content, analyze product data, and help government HR teams get real value from our platform. You'll ship real work that impacts how millions of Americans find careers in public service.

We need someone with product thinking and client orientation who's excited to be a Swiss army knife generalist. You'll work heavily with AI tools—both to augment your own workflows and to help clients and teammates use AI effectively. If you want to build the foundation for a career in product, deployment, or startup operations—this is your shot.

Location: This is a hybrid role based out of our New York City HQ. Candidates must reside in New York or be able to commute to New York City to work out of our office typically four times a week (typically Mondays - Thursdays), with periodic travel (once a month) to client sites. Applicants must be authorized to work in the U.S. without requiring sponsorship.

Work Philosophy: As an early-stage startup serving government clients with critical needs, many of whom exist in California, this role requires strong responsiveness and occasional evening or weekend work to meet client deadlines and launch timelines. We believe in flexibility and trust you to manage your schedule while maintaining high standards for client service.

What You’ll Do

As our Product Analyst, you'll work across deployment, product, and client support. Your day-to-day will vary - that’s the point.

Deployment & Client Support

  • Set up client instances for new onboardings, ensuring jurisdictions launch smoothly with the right data and configurations
  • Respond to client emails and Intercom messages, becoming a trusted point of contact
  • Gather and synthesize client feedback, surfacing patterns to the product and leadership team
  • Build out our learning management system with video tutorials and training materials for clients
  • Explain the product to government HR teams by running training sessions, answering questions, and helping clients get real value from Holly
  • Travel on-site to support key client onboardings and build relationships with government partners

Product / Product Education

  • QA new features before they ship, catching bugs and edge cases that matter for government users
  • Create and manage product tickets in Linear, translating client feedback into clear engineering requirements
  • Build and maintain help center content, including articles, videos, and guides that help client use Holly effectively
  • Create product instruction materials and training resources for clients and internal teams
  • Draft weekly product updates and support product marketing efforts
  • Own project-based services with a focus on converting to product features

AI & Analytics

  • Use AI tools extensively to augment your workflows—we expect you to leverage AI assistants, automation tools, and emerging AI capabilities to multiply your impact
  • Coach clients and teammates on how to use AI effectively for their work
  • Analyze product data in PostHog and other tools to understand client behavior and make recommendations
  • Build reporting on client engagement metrics including usage patterns, feature adoption, and outcomes

What You’ll Have

We’d love to talk if you:

  • 1-3 years of professional experience in product, consulting, analytics, deployment, or operations (ideally at a startup or mission-driven organization)
  • Deep care for the mission of supporting public servants and excitement about using technology to drive social impact
  • Comfort with ambiguity with eagerness to learn, experiment, and innovate
  • Strong collaboration skills and knowing when to ask for help
  • Outcomes-oriented mindset with ability to manage multiple workstreams
  • Excellent written and verbal communication skills
  • Tech-savvy with strong attention to detail and comfort learning new software tools
  • Fluency with AI tools (ChatGPT, Claude, Manus, etc.) and excitement to push boundaries on how to use them
  • Strong product thinking—you instinctively consider the user's perspective and can translate messy problems into clear solutions

Bonus points for:

  • Experience in government, public sector, or civic tech
  • Familiarity with analytics tools like PostHog, Amplitude, or Metabase
  • Entrepreneurial experience: side projects, campus ventures, or early-stage startup exposure

What You’ll Get

  • Career Foundation – Build the skills for a career in product management, deployment, or startup operations while working directly with founders and senior leadership
  • Cross-Functional Exposure – Touch every part of the business, from product to clients to go-to-market
  • Mission-Driven Impact – Your work will directly improve how local governments hire, helping millions of Americans find careers in public service
  • Growth Path – Clear trajectory to become a PM, senior deployment strategist, or whatever direction fits your strengths as we scale

Competitive Package

  • $80-100K base salary, equity, comprehensive health benefits (platinum plan, vision, & dental), and hybrid work environment (3-4 days in office)
