About the job
At Skylight, product managers are responsible for strategy, planning, execution, stakeholder management, and team health. Product managers partner with researchers, designers, engineers, client stakeholders, and others to inform their product decisions. At a high level, it’s the product manager’s job to figure out what to build next and why.
The U.S. Department of Health and Human Services (HHS) is launching one of the most ambitious transformations in government, and this is a rare chance to be part of it. You’ll join a high-impact team of product managers, researchers, designers, engineers, and security experts working side by side with HHS leadership to modernize systems people rely on to access healthcare, strengthen cybersecurity that protects sensitive data, launch digital services used by tens of millions of people, and integrate data and AI responsibly into day-to-day work across the department.
As a technical product manager on this project, you’ll lead multidisciplinary squads to deliver secure, modern, user-centered services at enterprise scale. You’ll operate in an environment where rapid delivery, continuous iteration, and forward momentum matter. Success in this role means moving fast without losing rigor: prioritizing relentlessly, learning through building, and shipping meaningful improvements while navigating policy, technical, and operational constraints. You’ll shape roadmaps that balance user needs with execution urgency, helping federal partners move from planning to delivery and from ideas to real outcomes. You’ll also help teams sustain progress by sharing durable product practices through training and enablement, plus reusable tools like templates, playbooks, and decision records so impact continues beyond initial launches.
What you’ll do
- Lead a cross-functional team of researchers, designers, engineers, and subject matter experts to ship user-centered, scalable solutions
- Bring clarity when requirements are incomplete or evolving, making sound decisions to keep delivery moving
- Own product direction, scope, and priorities, taking work from user research to minimum viable products and onward to durable, scalable solutions
- Write, prioritize, and refine work items (epics, stories, and technical tasks) so teams always know what’s next
- Run core delivery ceremonies (standups, planning, stakeholder syncs, retrospectives) with a focus on decisions, follow-through, and outcomes
- Communicate progress, risks, and tradeoffs clearly to government stakeholders and internal leadership
- Partner closely with engineering and infrastructure teams to manage dependencies, technical debt, security requirements, and legacy constraints
- Drive adoption and operational readiness so solutions can be supported and sustained in government environments
- Partner with government teams to transfer digital skills and product practices throughout the engagement
- Navigate organizational complexity to remove blockers, align teams, and keep work moving across stakeholders
- Ensure solutions integrate smoothly with existing systems, policies, and security requirements
What we're looking for
Minimum qualifications
- Proven ability to manage complex, multi-workstream initiatives with competing priorities, delivery risk, and cross-organizational dependencies
- Demonstrated success leading organizational change in large institutions, including driving adoption, shifting ways of working, managing resistance, and aligning executive, operational, and technical stakeholders
- Experience operating in cross-agency or enterprise environments, coordinating across organizations, setting shared operating norms, and aligning on priorities, timelines, and accountability
- Experience designing or improving operating models, workflows, and governance to strengthen execution, accountability, and organizational effectiveness
- Strong grasp of lean product principles and how to apply them across the product lifecycle to mitigate risk, validate assumptions, and accelerate learning
- Proven ability to define outcome-driven product strategy grounded in clear problem framing, stakeholder goals, user research, and strong ownership
- Ability to break down complex scope into manageable deliverables, lead prioritization, and execute against evolving goals
- Strong collaboration skills across disciplines, including close partnership with design, engineering, and acquisition teams
- Ability to manage clients and stakeholders, including senior executives, in a way that builds trust, alignment, and healthy team dynamics
- Ability to work effectively in a professional services environment
- Passion for improving public outcomes through great government services

- Ability to travel 3–5 days per month during the first few months, then less frequently — while remaining flexible to travel as project needs arise
Nice-to-have qualifications
- Experience delivering modernization in highly regulated environments, such as health or government
- Background working with technical platforms, APIs, shared services, enterprise infrastructure, and security or compliance programs
- Familiarity with continuous authority to operate (cATO) practices or compliance evidence automation
- Prior experience working in the civic tech space
- Experience working in a remote-team environment

We want to give you the most competitive salary possible. After all, you deserve it! To that end, we use the results of our interview process to determine what salary is most appropriate given your current level of seniority. For a Product Manager at Skylight, the current salary ranges are as follows:
- Associate Product Manager: $90,000–$125,000
- Product Manager I: $120,000–$140,000
- Product Manager II: $135,000–$160,000
- Senior Product Manager: $150,000–$185,000
- Staff Product Manager: $170,000–$203,000
- Principal Product Manager: $180,000–$230,000
