Location: Remote (US-based required), with occasional onsite time in the Twin Cities metro
Engagement: Full-time, approximately 12 months with the option to extend
Compensation: $100,000 – $140,000 annually as a W-2 employee, depending on experience
Benefits: 401(k) with employer matching, plus additional benefits
We are also open to a 1099 contractor arrangement for candidates who prefer it. Compensation would be structured accordingly.
This position is contingent on award of the state contract. Final compensation will be confirmed at that time.

We're looking for a Data Product Consultant to serve as the contracted Data Product Manager for a state health and human services agency as it moves off legacy mainframe systems and onto a modern data lake and curation platform. The data in question drives services for children, families, and vulnerable adults, so the quality of this work shows up in real people's lives.
About the Role
This job is fundamentally about translation. The agency has program staff who understand eligibility policy, child welfare rules, and what the data has to prove. It has technical teams who can build almost anything once someone tells them precisely what to build. Right now those two groups need someone in between, and that person is you.
You'll spend your days understanding what the business actually needs, turning it into direction the technical teams can act on, and deciding what gets built first. When priorities compete, you make the tradeoffs visible and help the group land on an answer. When a requirement is vague, you go get the real answer instead of passing the ambiguity downstream.
This is a consultant role, not a management role. The agency owns the strategy. You make it executable, and you keep it moving.
You'll join Clarity's consulting team, which has decades of experience inside county and state human services agencies. You'll have that bench behind you, and you won't be figuring out government work alone.
Key Responsibilities
- Work directly with program and policy staff to understand business needs, then document them clearly enough to build from
- Give data engineering, data science, and analytics teams specific, actionable direction
- Own prioritization: sequence the work, make tradeoffs explicit, and keep competing requests visible
- Translate program and policy rules into specifications technical teams can execute against
- Maintain the roadmap and keep it aligned with agency priorities as those priorities shift
- Serve as the day-to-day connection point between technical teams and business partners
- Flag gaps in data quality, governance, lineage, and documentation
- Support definition of success metrics and reporting on adoption
- Document decisions and transfer knowledge to agency staff throughout the engagement
Required Qualifications
- 4 to 7 years in data management, data analytics, data engineering, business analysis, or a related field
- Demonstrated experience bridging business and technical teams, with examples you can walk through
- Track record of prioritizing work and directing technical teams toward a business outcome
- Comfort working in ambiguity, on a team where priorities shift
- Solid understanding of how modern data systems work: pipelines, warehousing, modeling, metadata, and governance
- Enough hands-on familiarity with SQL and data pipelines to ask good questions and evaluate answers
- Ability to explain technical concepts in plain language to non-technical audiences, and business needs in precise terms to engineers
- Strong written communication and documentation habits
- Available during regular business hours, 7:00 a.m. to 6:00 p.m. Central, Monday through Friday
Preferred Qualifications
- Experience with Databricks or a comparable lakehouse platform
- Experience with web and product analytics, including instrumentation and reporting on user behavior
- Experience with analytics tools such as dbt, Looker, Tableau, Power BI, or Google Analytics
- Familiarity with Python
- Experience supporting a legacy-to-modern platform migration
- Experience in a regulated environment with data sharing agreements and privacy requirements
- Experience with technology systems supporting Medicaid, SNAP, TANF, Child Care, or child welfare programs
- Experience in state supervised, county administered environments
- Prior consulting or contract work with a public sector client
